Four Thai government agencies, including:

  • Consumer Committee

  • Thai Industrial Standards Institute (TISI)

  • Electronic Transactions Development Agency (ETDA)

  • Office of the Consumer Protection Board (OCPB)

have joined forces with four major e-commerce platforms — Shopee, Lazada, LINE Shopping, and TikTok — to implement strict measures.

The objective is to strengthen supervision of non-compliant and potentially unsafe products and prevent dangerous products from being listed for sale from the very beginning.

🔴 Urgent Enforcement Focus

Three high-risk product categories are being strictly inspected:

  • Hair dryers

  • Power strips

  • Power banks

📌 TISI (Thai Industrial Standards) certification is mandatory.📌 Products without certification or using counterfeit certification marks → must be immediately removed from the platform.

Implementation in Two Phases

Phase 1 (within 30 days)

  • Platforms will use keyword-based screening systems.

  • All non-compliant high-risk products will be removed.

Phase 2 (within 6 months)

  • Establish a government–platform data interface (API).

  • Verify licenses and product standards before listing (Pre-listing verification).

  • Prevent issues at the source rather than handling them after publication.

🧩 Platform Progress

  • Shopee: Testing the API system, expected to launch soon.

  • Lazada / LINE Shopping: Agreed in principle; currently in technical discussions.

  • TikTok: Due to its global system architecture, implementation is more complex; however, a rapid response mechanism has been established to immediately remove products upon government notification.

Key Reason Behind the Measures

An incident occurred in which an 11-year-old girl died from electrocution after using a substandard hair dryer.

This clearly demonstrated that:👉 A “remove-after-detection” model is no longer sufficient to ensure safety.👉 Strict interception must occur before products are listed.

📜 Relevant Legal Basis

The Digital Platform Services Law (DPS Law)requires platforms to verify seller identities and ensure products comply with legal standards.

Non-compliance may result in:

  • Orders for corrective action

  • Administrative fines

  • Suspension or revocation of operating licenses

👥 Public Participation in Monitoring

  • The Consumer Committee has established monitoring networks in 58 provinces.

  • TISI provides inspection guidelines and technical support.

  • Reporting and enforcement efficiency for dangerous goods will be strengthened.
